It's a PVC swivel sold by pressure washer products http://www.pressurewasherproducts.com/Hose_Reel_Parts.html
I have not used it buy they say it is the best. Hope others that use it will speak up.

I use the PVC swivel, only thing different is that it doesn't rust. Although when I first put it on it leaked and rusted out the SS swivel that was right below it.. I guess it wasn't on tight enough. All good now though.
