I would find it hard to put off a job and wait for them to get it repaired. If it was a repair I wanted to do I would give a price and do both. If it was a repair I did not want to do I would just clean the roof and ask them if they want me to have a roofer call them.
We dont repair, but we do always recommend that they clean it before the repair to make sure the roofer installs the correct color shingles. we have had some in the past that when the roof was cleaned was a light gray but had black shingle replacements because the roofer was either lazy, didnt know the roof was dirty, or the homeowner requested the black shingles to blend in.
I always ask the home owner if they have any shingles, 9 out of 10 times they do, I then replace the missing ones, if not, ask what type they are, find a clean area and match it, you can get samples of shingles from all vendors , its good to carry sample around with you and up sale the repairs. removing the old shingle is fairly easy to do with a flat bar you might be able to youtube shingle repair and see a demo
@toy what is a tube of asphalt? I use Black Jack best on the market, never heard of tube asphalt

Write it up as two separate contracts and repair it your self. I know you must do good work Rodney. But I would fix then clean and you know where to look to find the right color.
If it is missing some tabs and you clean first, you might want to put some temp tabs down so the moisture doesn't run in the shallow gap and hold. Or slap some tar paper under if they aren't sealed down tight. I would also check the interior of the house to see if there was any prior leaks and if they don't let you then have them sign a waiver or something to that effect. Is there tar paper under there, is it on 1x6's or ply. lotsa questions??? Sorry.

very good point Kim on checking interior, i have done this, espeacially if tabs are missing.
@steve,
Once you repair the roof,the home owner may try to make you responsible for other problems on the roof.
dont you think he can do that just by you cleaning it?
I normally will not clean a roof missing tabs, its easier and SAFER to replace the missing shingle, imho
