I was the President of a large Tampa Singles Group at the time this picture was taken.
Our group rented a hall for our annual Halloween Party and Best Costume Contest.
The guy in the diaper won, the "drag queen" placed second in the costume judging.
The guy in the diaper who won the contest I do not know.
