Had a unique issue I had never run across before.  Notice this photo and tell me what this discoloration is form. I'll post the before and afters a little later.

Over by me I have a Knights Of Columbus that had a new roof put on. The building is stucco and appears to have the same streaks, I tried everything for them free of charge but it wont budge.
