Ron, I have cleaned a number of condo associations in my area but they have always found me. My question is , who is the right person to go after? The board members of these condo asst. Or the property managers that are on site?

It will just depend on the group, if it's a large enough regular account I wouldn't rule out both. Starting with the property manager first is always good. Educating the investor after contact with pm is good because they are the owners. They care about the investment. The pm usually may not be vested.
