Being one of "Those Guys" who does pressure washing (not on roofs) hear all about the Clean Water Act. I've not seen any topic on this as of yet.
I do know that it is something that we all should probably take the time to sit down and discuss. I have a few ideas in mind, but I really want you all to give me your opinion.

I am aware of it and for me the runoff does not leave the property. I have even been known to put out water booms to redirect into the lawn. Run off NEVER gets to the gutter at any point. Besides gutters are bagged.

You bring up a very good point and something that all should be aware of.

Directing the wash off onto the lawn is relying on the soil to naturally filter. But it will affect the parts per million (PPM) that is tested. Has anyone practiced reclaim of the wash off?

Yeah, someone here invented a plastic portable gutter on a lift.
You simply wheel it up to the house, and "collect" roof cleaning

Then, place the run off in Homeland Security approved containers, and sell it to India.

They use it over there to keep mildew off the Taj Mahal, and make "Yellow Curry" !
