I have heard some commercial roof cleaning jobs give preference to women and minorities.

If it's a federal contract with federal money it's mandated that a certain percentage of the monies and the work be dedicated to my minority contractors. The minority contractor can then turn around and sub out the work to any contractor that'll come in under their price we see it a lot here in Florida with roadwork
