Quinn... Go get some mineral spirits at the local Sherwin Williams or paint store. They will come right off with a ill scrubbing.
Ps.... On the composite decking.... Use about 15% sh mix and apply with your roof rig and then use light pressure to rinse and it will look new.

I haven't done that to a fence, but either get new hose, or at least drape something over the surfaces that your hose will be pulled across in the future.

Another way for removing these marks is a Mr. Clean Magic Eraser,..it will take it right off with little effort. Just remember to get the eraser wet first,..that's important for it to be it's most effective. I keep a plastic container full of these in my work van,....they work good for alot of little issues like this.

This is what I was going to suggest, if you haven't rubbed the finish off.
I too have used mineral spirits for those stains with good luck, use the back side (rough) of an old dish washing sponge to scrub the area, should look new again.
