Well, my experience, is SH, sodium hypochlorite is easily handled on painted surfaces. If we talkin house washing that should be discussed elsewhere. SH is also used for sodium hydroxide, but not in this forum.

Since your question asks about the "mixture" I am assuming you mean either apple cider or apple sauce and not just straight SH and water.
Going on this assumption...
The mixture can/will leave streaks in the painted surface if not pre-wet. The mixture can/will remove seriously chalky paint entirely from a surface if left on too long.
Pre-wet Rinse Rinse Again And you're golden!

The very first rule we tell our helpers is that SH eats the F*** out of everyhting!! With that said, yes it will strip latex deck stain. It will poka dot a dry deck on contact, as well it will burn dry leaves on contact and you and your clothing. Oil based deck stains can usually handle it a little better. Keep everyhting wet and tarped or fire your ground man and make the next one tarp and keep things wet. If your grounds people can not handle this, replace them.
